Mr. Chalos’ lively presentation posed the following question, “The United States and Maritime Claims: Have the Colonials become the Judge, Jury, and Executioner.” The presentation explored the United States’ commercial prominence in the shipping industry, and how U.S. authorities have exploited that position to enforce MARPOL and sanctions beyond the traditional limits of U.S. jurisdiction.
